Based on past history, yes, it's utopian, absurd.

But there is a new factor, now, that past Empires never had to deal with. Even little poor nations that can't do anything much right, like N. Korea, now can develop nuclear weapons, an effective deterrent to anyone who wants to conquer them. Seems to me, modern technologies of destruction, have made the whole concept of empire obsolete. Nukes are the Big Equalizer, and soon everyone will have them.
