It is just an extension of that sophistry that Limbaugh was using, but if you look at from any kind of critical perspective, it just doesn't hold up.
If he wanted to make a subjective comparison about people dying, and were to say that there is a hypothetical city with 280,000 people, divide evenly between North and South. And in that city, an unknown number of the people in the North blow up the people from the south when ever they cross the line,at a rate of one every other day. Then he'd have a valid comparison. And you can bet your ass that Rush wouldn't be visiting the North, yet he'd encourage his fellow citizens to!
The big fallacy of his arguments are that he compares one out of several hundred million to one out of 140,000.
