Yes, startups are in a trough, but funding should start to loosen up in the next year or so. Many VCs are just keeping their startups alive, and many of the startups have 'flatlined' their growth through this recession.

But, it is always good to get into a startup during a down cycle. Initial development can happen during 'lean' times, then initial product launch can occur during the resulting uptick. Problem is predicting how far out the uptick is; if its 18 months out, now is an *excellent* time to start...
