Hence the hiking of taxes on the "rich." The best way to increase taxes with a minimal effect on the polls.

Okay, genius. Why don't you tell me how many dollars Clinton "raised" through tax hikes during his administration, AND show me how that number of dollars accounts for the deficit reduction during that time period?

Something like this:

Year $ Tax Hikes Prev Projected Deficit Actual Reduction
==== =========== ====================== ====== =========

I want to know how many dollars were raised through tax hikes vs. the number of dollars the deficit was reduced. Perhaps you know?

No, it happens by business cycles. It certainly didn't happen by any "hard choice" Clinton made..... Only thing, Clinton's fear was of the latest polls.
