Conspiracy to assist the Taliban against the US. Just because they weren't effective (as far as we know so far) doesn't matter.

An analogy:
Every now and then, you hear about someone trying to hire a killer and being steered to an undercover cop. In these cases, the fact they didn't actually manage to have someone killed doesn't change the fact they conspired to murder.

Conspiracy to commit a crime is a crime even if the planned crime actually happens.

Something for terrorist supporters to think about.
