The Chinese gov't. They buy SoCal for $38 B. A bargain. And NoCal has no deficit. Then we cut an under-the-table deal and I sell them NoCal for "an undisclosed amount", sale not to take effect until I leave office (and CA) a hero.

Then their troops move in.
