Wrong. Davis appealed directly to Bush and Cheney at the same time they were having their secret meeting with Enron. In any case, Davis was right and Enron was manipulating the markets. However Bush and Cheney have refused to give back the money that Enron earned ILLEGALY. And that makes Bush and Cheney Enron CORRUPT CROOKS. BTW, where is Ken Lay these days with the millions he stole?? Still free?? Why???

FERC was resistant to helping the situation at all. Although they were mainly Democrats, they were also 'free marketers' who believed that the problems would work themselves out without intervention. They dropped the ball, in that they are supposed to make sure that such market manipulation does not happen. During Clinton's remaining term, they indicated that they would help, but never backed up those promises. When it became obvious to everyone that they would not help, and that the market was being manipulated, Bush was in office. His response was predictable; let California burn.
