The NIE is done at the request of the President and some others from time to time. This one was at the request of a Senate committee. It did not show that we did not know if there were WMDs in Iraq. It showed that there was no disagreement on the substantial claims the Administration made, only on some peripheral claims. That Saddam was pursuing a nuclear capability, all the services agreed on, what they disagreed on was whether the tubes were physical evidence of his program. But the main thing is that it is not the job of either Bush or Rice to make intelligence assessments, including resolving disputes among the services, it is their job to act upon the main thrust of the assessment, which was not controversial......
