We won't get criminality out of gov't until there's an end to excess secrecy, whether it be in airline crash investigations, backroom meetings at the white house, or DOD accounting. With few exceptions, you can your bottom dollar that :

whatever is secret is simply hiding incompetence, embarassment, or outright criminal acts.

Period.
