I can give you a good example: the Czechs reported the meeting between the Al Qaida operative and an Iraqi official in Prague. The CIA debunked it, because the Al- Qaida fellow's credit card was used contemporaneously in America. The Czechs stood by their intelligence. A little later, Vaclav Havel repudiated the story. Months later, the head of Czech intelligence swore that the meeting happened. (He could be right, someone else might have used the credit card in the States). Why should a president try to stay abreast of that story? If he should not use it, he counts on the "vetters" to flag it. Otherwise, he uses it. But he is too busy to follow the ins- and- outs, or try to resolve it himself......
