My point was that we need to be careful with dates. The documentation clearly shows an advanced program well after 1991 that was at least partially dismantled after the defections revealed the intent.

The UN inspectors did not find this program - the defectors went public.

Arguing that the pattern of deception and the surviving well hidden equipment constitutes an active program is obviously premature at this point.

But the corollary is also true - claiming that there is no program simply because it has not been found in the past 120 days is also premature.

The inspectors were very close to lifting sanctions after 4 years of inspections, just before the defections occurred.

John -- look again. Show me evidence of an active program after 91.
