Well, we'll see what history says. The impressions of the people at the time have nothing to do with how history views the person or event. It is the lasting impact, list of deeds and woes, and whether the person left the office better off than when he started.

Reagan will be judged as probably a C (Carter will be a D-). Clinton will be judged as an A- (the - for Monica).
