cascading outages do happen ... NE is particuarly bad about transmission congestion.

No one knows, but 3 minutes after it happened, the commentators and public officials were absolutely "sure" it wasn't terrorism. Although it could be due to a computer worm, which could have been launched by some punk for whatever reason....perhaps for pay from an undisclosed entity who works for Binny?
