Ish,

Details on the Russian SA-18 Igla missile:

-The SA-18 is a further development from the SA-7 and SA-14 series of man-portable surface-to-air missiles.

-Has a 4.4-pound high-explosive warhead.

-Maximum range: 17,160 feet.

-Maximum altitude: 11,550 feet.

More capable than I had thought. Still most shoot downs occur on landing/take off and/or during operational situations such as bombing or strafing runs. I have not seen operational evidence that it could be fired from the ground at an aircraft already at altitude and be effective.

If you look at the range/altitude information it would have taken a very skilled hand on a boat directly in the path of flight 800 for this type of missile to have worked. Very little margin for error.
