Slight shift of blame....

Pentagon officials in Washington were quick to say the afternoon blackout was not an act of terrorism, and more than three hours after the 4:15 p.m. blackout the Prime Minister's Office pointed to a fire at a Con Edison power plant in Niagara Falls, N.Y., as a possible cause. About an hour earlier, the PMO had blamed a lightning strike at a power plant in the Niagara Region on the U.S. side.
