Afghans ARE the Taliban (or if you prefer, syllogistically speaking, the Taliban are Afghans), and in case you missed it they're gaining "traction" in Afghanistan. Osama did not fail (yet) to incite the jihad- you think WAY too short term. We can't tell, at this time, whether he incited it or not, it is just too soon to tell. Osama had long term plans- all you have to do is look into the planning that went in to 9/11, to know these guys have the ability to look much further ahead then say, for example, you do.
