The budget deficit is separate from the bond debt of the electrical crisis (which is being paid back by increased rates). CA doesn't need any more phony budgets and borrowings that are against the State Constitution nor any tax increases that do not follow the 2/3 majority vote mandated by the State Constitution. If you can call a tax a fee you can call a dime a dollar.
