Your analysis was right on, Ken. The power companies have no incentive to upgrade in such a deregulated environment.

It is amazing how many 'free market' Republicans have absolutely no understanding of the mechanics of markets. One of the basic principles of markets is that they will do what is best for them. The deregulating rightists have no idea what this means.

It means that the market makers (in this case, power companies) are not trying to supply power, or satisfy customers, or keep their equipment in top notch shape. They are trying to make money. If making money implies the aforementioned benefits, then people are happy. If they do not, or if they do it in a way that occassionally robs people and leaves them in the dark, well, then you get the current energy bandits, like we've had in California.

A key in a free, efficient market is readily available competition. The deregulators have screwed that part up royally, both in energy and telecom. There is no real competition, since the industry entry cost is so great. The energy companies collude to maximize their profits; remember what their motivation is: profit. So, you get artificial markets that are not efficient, and thus are open to manipulation, destructive self interest, and malfeasance.

Time for the deregulating right to wake up and read a few books on economic theory and practice before further screwing up this country.
