kenny, it's not the buck and where it stops. Getting a complex solution in place with technology retards obstructing all the time takes time. Some times time runs out. By your words you don't comprehend ROE and clearly are ignorant of the constitution. Why do you think you have a clue about figuring out who is at fault for anything? Based upon what you have demonstrated you don't know, I find you claim or suggestion of being an expert at figuring out fault hilarious.
