Bush commands an army of occupation -- the UN will not be in a hurry to help Bush fight a guerilla war against the people of Iraq. If Bush wants to hang onto Iraq as the spoils of war, he cannot expect much help from the UN.

It's not so much the UN but country's like France wanting to go in and take over reconstruction with the US paying the tab.
