There are many articles- google the topic. Here is one I read some time ago

unwire.org

"German Ambassador Gunter Pleuger ... 'However, the most important decision, whether the governing council is accepted as the legitimate transitional representation of the Iraqi people, has not been taken yet. This decision will have to be taken by the Iraqis themselves in the coming weeks and months.'"

"We had hoped that this delegation would occupy Iraq's seat at the United Nations," he [Chalabi] added. "I understand this was not approved due to the reservations of some of the neighbors. We look forward to the day that the United Nations Security Council will seat the governing council's representatives as Iraq's representatives to the U.N."

Vieira de Mello said after the council meeting, "You do not acquire credibility overnight. I believe this council is as representative as it can be in the circumstances." Speaking to reporters, he said, "Elections need months to be prepared, if they are to be fair, democratic, transparent. So for this transition this was the best possible formula to give authority to the Iraqis and manage the affairs of their country in the transition."

PS-I didn't take any articles from the Arab press- but of course they have quotes that are much more crtical than anything you'll find elsewhere.
