the fourth way is to reduce the benefits paid by SS.

Reducing or eliminating inflation adjustments would be a way to go. Actually, there was a study in the past that concluded that the inflation adjustments for SS overestimated inflation, and increased (forever) the base for future calculations based on incorrect data.

The idea was to take it back by reducing future inflation adjustments, but I don't think it went anywhere.
