There are ways to achieve isolation without needing a power plant in every neighborhood. The regional isolation is disappearing because there is no effective central coordination. It is of incremental, individual advantage for power trading companies to place their own transmission lines in popular corridors. When you look at the future of "small government" deregulation as practiced by the Voodoo economic squad this is an example of what you get.
