Many decisions can be made locally or on a state level or by groups of states working together. However most decisions will continue to be made by the feds. Bush isn't that much of a radical reformer and even if he was congress would probably stop him.

Its a veiled attempt to kill the EPA.

That's a silly idea. There is no way that Bush kills the EPA or even make a serious attempt to do so. I'd bet that the EPAs budget increases every year while Bush is president.
