It seems like just another soak the rich scheme, with a bonus of making SS into a welfare program.

Sen. Moynihan, who was on a mission to save security throughout his political career, warned Democrats about this. He said that when Democrats turn SS into a welfare program, it will lose support of middle class, and without support of middle class, it will be killed.
