you are preaching to the chior on this issue. However there are still some management and staff in the US. On this capex issue you have to be careful too because some capex, specifically productivity related enterprise software, is no longer relevant to an indian workforce, so that market is gone. Call center CRM for example that market is no more, it costs more for software than to staff these depts in india. Order cycle and manufacturing is still valid. Capex in general and IT spending a bit of a scorched earth though.
