Those are landlords that are not accessible or have no management structure. Here in Calif those types get their heads handed to them. I don't advocate it! But rent one of those units fall over the torn carpet after documenting the problem and get a free home for xx months.

Taxes are not fair, never have been. It's not in the nature of our system to be fair. The tax codes are so confusing even the IRS can't tell you what's what. We would need a user fee system to come to what I'm perceiving as your definition as fair.
