That is why, out of desperation they passed Prop 13. Prop 13 was the peoples way of taking back an out of control government after they could not "deal with it" like you say in any other way that is true, but "that was then, this is now". remember the law of unintended consequences. Prop 13 has resulted in huge inequities and is a ridiculous system which affords easy living for many freeloaders. the system now needs to be abolished because it cannot stand on its own merits today, regardless of its genesis back in the disco days.
