Heavily regulated private enterprise. The utilities
have to function - and making sure that they do
is government's job. Not just private enterprise, sorry.

It's a security issue too, and hurts us economically.
We have to spend the money to take care of it.

Grid is weak due to greed and worrying about all mighty profits. It would be really nice to see companies in this country start investing in their futures again instead of worrying what Wall Street will say if their next Q sucks.
