I've seen the Buzzflash article on this $350 MM proposal.

The story isn't as simple as is presented in the article or this letter-to-the-editor on the NY Times.

The funding for the grid was tied to funding for subsidies for the poor for heating supplements. Something that is anathema to the GOPocracy. What the GHP was voting down was kindness to strangers, not a windfall for Bechtel, ABB et al.

$350 Million is a trifling amount, actually. Realistic estimates for how much it might cost to modernize the electricity grid nationwide are between $50-50 Billion. $350 MM isn't even a downpayment on what we need to get started on now.
