Only in that it is a reconciliation for the state tax deduction for the prior year.

Of course, Mr. Bayer might want to amend his prior year return to adjust his state deduction, then pay the tax anyway on his refund. After all, he lives in this country and should pay taxes on every check regardless of whether it has already been taxed!
