Easy-
Would issue apology to world for silly imperialistic end run around UN and beg other countries to aid in Iraq reconstruction. Would let OTHER countries have "privilege" of losing money and men in Iraq. I would cross fingers and click heels together and pray that some other countries would be interested in reconstructing Iraq. I would be specially interested in getting a buy in from the Arab league on this. Then, I would hire excellent PR firm and put out a LOT of PR about the transition- to make sure the US was no longer associated with whatever was going to happen in Iraq- PR being especially important in Iraq and in the Arab world. That PR would stress the great contributions of other nations, and the lessened respsonsibility of the US.

That's for starters.
