I heard state of ct. has had a moratorium on building or improvements to electricity grid, power stations, etc for the last ten years. It sounds like the old problem with energy.. make any improvement in a refinery, power station, etc and the green people say you need to not only repair or upgrade the one thing , that also may cut emissions , but you have to rebuild the whole plant.. Hence , no new refineries in the United States in maybe twenty, thirty years and many closed or sold to smaller companies who are locally tied to politics and therefore environmental laws are not enforced. Yet, these facilities further deteriorate.
