As you'll see, in 2000 the U.S. scores only slightly above the average in reading literacy, and scores below average in both mathematical literacy and science literacy. That sample contains 31 nations, and they seem to be the most advanced nations in the world. So, "on a global scale" we seem to be doing about on par with the rest of the pack. What features of Finland and Japan's educational system should we be emulating? Tom
