The troops probably heard Ashcroft a couple of weeks ago saying that terrorist were going to use weapons disquised as cameras!

I think the troops are in survival mode, they're not in a position of giving anyone the benefit of the doubt, to do so would be to jeopardize their lives and their fellow soldiers. Not a very tenable position to be in, and be expected to also try and help the civilian population.
