The US, not the UN controls Iraqi oil now. Not only does the US control Iraqi oil, it uses that control to pay off countries like Poland in a bid to make the army of occupation seem more international and hence more legitimate: <Poland, which has sent troops to support the US-led forces in Iraq, has acknowledged its "ultimate objective" is to acquire supplies of Iraqi oil.
The Polish Foreign Minister, Wlodzimierz Cimoszewicz, said his country had never disguised the fact that it sought direct access to the oilfields.>

So what you described is happening in a transparent manner, totally above board, and in line with a UNSC resolution

As opposed to the UN oil-for-food program, whose accounting was not transparent to anybody and which was corrupt as hell. But hey, being the UN means that you are accountable to nobody.
