Its more complicated than that. California, for example, passed its electricity deregulation in 1996 (one of the first States to deregulate). Clearly infrastructure was aging well before that. Before 2000, California hadn't build a major power plant in close to 20 years (some smaller co-gens were built). Even during the crisis, there was considerable resistance building new power plants in the State. Can you imagine PG&E getting the right of ways, and support from the CPUC (granting higher rates) to significantly upgrade transmission lines before deregulation?

It is as transparent today as the rest of the domestic enemy's frauds. Enviro-whackos fight every energy initiative tooth and nail. It is humanity they want to kill, because they are insane enough to believe in an environmental "harmony" that never existed and never can.

You will have to defend these psychotics to people who have seen only the beginning fruits of their ambition, in the form of a power outage.

They are undefendable-a perfect client for fanatical Marxist/Leninist anti-Americans in the Democratic party...
