This is just plain wrong. The grid did not fail because it lacked capacity, it failed because the mechanisms for bypassing faulty lines did not operate. This is due to the way companies have been interconnecting old regional public utilities in a carefree and ad hoc manner. This person is just looking for a scheme to divert more ratepayer money to assist selling power over long distances.

The grid obeys the laws of the common, and as such it will be subject to collapse under the pressure of individual self interest. What is needed is coordination, and that is a natural function of a federal authority.
