Well, he did do one thing, he exasperated enough of the electorate to bring Republicans to power in the Congress, but sweet- talked enough by the presidential election to make it back into office. As a president, Clinton had a mixed record, but not bad. The problem is that he also disgraced the office, and his behavior kept it in a constant state of crisis, reacting to things, especially emergent scandals, rather than shaping events. It is for this aspect of his presidency that he will get a mediocre grade at best, and possibly worse.......
