Don't have ELON at this point, but I don't think this means much..

Only 1 insider planning to sell over a year on a regular scheduled basis for estate planning.. Although, no shares have been mentioned, the guy in question, CFO, owns close to a million shares.. You'd expect a move like this.. Actually, collectively insiders still own a lot of shares compared to many small tech companies..
