I heard this discussed on a talking heads show this weekend, and I can tell you are not rational on the matter.

Wow. Such an amazing ability you have- but somehow I suspect "rational" in your lexicon simply describes those "talking heads" whose personal opinions you happen to agree with. Apparently they are empty heads, if they believe as you do that the California constitution can be "overturned in the courts".

Prop 13 didn't "make the state go into default", but a spending spree by the legislature that is far in excess of inflation and population growth surely has.

Personally I think prop 13 could be easily overturned in court on an age discrimination charge with the economic ramifications of siphoning.

Then I suggest you go to one of those courts that you think overturn state constitutions and get on with it.
