If a person knows when and which lines are overloaded, where the key substations are -- it would not be hard to cause a pretty large outage if there were some "coordination." Why is this scary? There has to be a ton of systems that aren't "hardened" to attacks be folks deliberately bent on causing trouble. After all -- most people are NOT terrorists or don't want their power shut off.
