There are rules for congress and maybe state laws says something. And the people who elected him will have the opportunity to express their opinion in 2004.

I have no need to pass judgement. But those with a vested interest in destroying any American who does not obstruct the work of PRESIDENT GEORGE W. BUSH all have a need to arouse judgement.
