any operator worth his salt would tell you that this is not true. There are tons of procedures and protocols that are followed on a day to day basis that prevent this sort of thing from happening very often. Transactions do get cut -- in emergency situations -- load does get shed.

It is most certainly NOT more economic to split the grid into a bunch of smaller grids.
