Well, no. You colect at the state level, then redistribute to the local level. Sales tax? Part of that in some cases has a local add-on; the state collects the whole thing, then gives back the extra part mandated by local ordinances. And some portion of it is earmarked for local gov'ts anyway.

Spending cuts should also be part of the equation
Do it all that way.

But you aren't trying to argue that there is a linear correlation between educational spending and results, are you? Sure sounds like it.
