So sorry. You are just wrong here. Article I: Section three:

"He shall from time to time give to the Congress information of the state of the union, and recommend to their consideration such measures as he shall judge necessary and expedient..."

There is simply nothing here about his being under oath to tell the truth. It is assumed he will tell the truth simply as a matter of integrity. But even had he lied (which it just is not even nearly evident that he did), he would have broken no law.

Contrarywise, Clinton literally and indisputably broke the law. His is a gross and clear violation of public trust.
