Bush was not under oath as Clinton was
No, he was under a more stringent oath. He was under a Constitutionaly mandated oath not a statutory one.

Who can forget this Bush whopper from May
<font color=brown>"Major combat operations in Iraq have ended. In the battle of Iraq, the United States and our allies have prevailed."</font> 'member that? He was the one with his jock strap tied around his neck under the "Mission Accomplished" sign.

Just yesterday he was trying to backpeddle:
<font color=brown>"Actually, major military operations," Mr Bush said. "Because we still have combat operations going on."</font>

Bush lies when the truth would do just as well
