I think plenty of Chinese have been missing Mao ever since the open-door policy. And these people tend to be older and less educated and less street-smart, and have not benefited much from the market economy. In the week of Mao's birthday, >100,000 Chinese went to visit ShaoShan at their own expense.

And I would not call it "a zero sum game" within China. There are plenty of net gains, you have to admit. Especially in big cities, people who are better off comparing to 20 years ago are definitely outnumbered people who are worse off. And I don't think that is at each other's expense. Of course, just my opinion.

I think everything has a limit. The Chinese gov. can afford to ignore the poor for only so long before the situation would endanger the social stability. Thousands of years of Chinese history has proven that. So with SARS as a trigger, they now have to emphasize taking care of the less advantaged majority. And now is a right time too since the gov. is much wealthier now comparing to 20 years ago.
