In the 80s Iraq actually used foreign construction companies, but not after the UN sanctions, only domestic labor were payd to have some kind of jobs and pay.

Unluckily their constructions were severly restricted by UN, driven by US, sanctions, for example to fix those electric utility plants and grids (like that grid in Ohio)

But I am forced to admit, these mechanisms take some regular common skills to understand.
