I agree, terrorism is a generic term. It involves systematic and deliberate actions designed to instill intense fear in others, as a means of coercion. It is most often recognized when involving threats of serious harm, possibly including but not limited to violent torture and the murder of innocent victims.

It appears that you are arguing to ignore terrorism where it poses a threat, unless we can guarantee that it would be eradicated it from the face of the Earth forever. I presume you would not hold the same view if an eminent threat of a terrorist act were directed at you personally. I also wonder if you are discounting it as a real entity, because you view it as something too vague or distanced from your actual experience.
